Check for fuel at the carb. Pull the blue lid off. Look down the carb while pulling on the throttle lever. You should see 2 jets of fuel coming from the accelerator pump jets.
Check fuel filter. Check fuel pump function.
A fully charged battery will help crank it faster.

Hi TOOL,
I've got the lid of and can smell petrol, where can I find the throttle lever to see if any fuel is coming out?
I can hear the pump running, no idea if it sounds as it should though. Also, I never emptied any old fuel that might have been in there - but I thought that the small bit of fuel straight in to the carb would cut out whether it was a fuel delivery issue?
What do you recommend as a battery charger - I got a maypole one but it doesn't seem to work, just keeps telling me it's not connected correctly (when I'm pretty sure it is!! )
I tested the bottom and top, it looks like bottom is getting spark, I couldn't tell on the top as it was too light to see, I'll try again shortly as it gets dark to see better.
There seems to be something missing from the engine bay aswell, lots of cables in the corner not attached (see photo).
am I missing something major in the corner?
I've checked all plugs now and the tester light blinked on all of them, so I guess that's passed... what do you guys think I should try next?

The throttle lever has the throttle cable attached to it. Not the choke cable.
Pull the fuel line off the carb and run fuel into a bucket or something to make sure it's flowing properly from the pump.
