You can remove the lot. It won't "hurt" your engine, but it might mean you can't pass a smog test.
Our cars in the UK are exempt and only require a visual smoke check.

i am in the us and my car is right at 30 so i do not have to have any form of inspection.

Rip it all out then, air pump, rats nest, etc.
Fit some headers to release 10-15hp for a start and go from there.

It put fresh air into the eaxhaust to burn the remaining unburnt fuel in the thermal reactor.
I've got motors pre emissions and they had "cast headers" for lack of a better description.
Totally unecessary equipment.

Find the instruction sheets on here for removal of the air pump and reactor.
Probably 98% of UK cars now run with a standard type of exhaust, usually stainless steel. The instruction sheets have been prepared by the stainless exhaust makers and include reset data for the Nikki carb.
