Floor Mats

I have bought some fitted Richbrook mats for my car. Thought they were small when they arrived, found they only cover the flat bit of the footwell, not the section where the passenger would have their feet or under the pedals.
Ive complained to the supplier and they have come back saying these are the correct pattern and if they went under the pedals it would be a health and safety issue.
Anybody else had this problem or know where I could get some good fitted mats.

They are the proper length and do fit underneath the pedals. Health and Safety excuse is questionable, more likely ass covering
