what's missing on my carb

What is missing on my carburetor?
It was like this when I bought it, currently rebuilding the carb.

Ya I checked my manuAL after posting this and found out its the coasting richer/valve. Could this be why it wouldn't idle?

Try closing the hole with a screw

So I found another missing part on my carb. I've included a picture from my manuAL for comparison. In the manual there is something sticking up from next to where the 2nd float would be. On my carb, both floats are pictured but nothing sticking up like on the image from the manual.

It's called a power valve. I've not seen one on a Nikki.
